Council to Hear Consultant Report on Potential Updates to Chapter 11

Recommendations following a thorough review of the County of Hawaiʻi’s Affordable Housing Policy – Chapter 11 of Hawaiʻi County Code – will be presented to the Hawaiʻi County Council on Tuesday, July 23, 2024, in Kailua-Kona.

Consultant Keyser Marston Associates Inc.’s presentation to the Communications, Reports, and Council Oversight Committee will take place at 2:30 p.m. in Council Chambers at the West Hawaiʻi Civic Center.

The report provides analysis and recommendations to support potential updates to the County’s Affordable Housing Policy, also known as Chapter 11 of the Hawaiʻi County Code. Chapter 11 requires affordable housing be provided as part of new residential developments where property is rezoned to create five or more residential units or lots, as well as rezonings for resorts, hotels and industrial uses that add more than 100 full-time equivalent jobs.

Following the presentation will be a discussion with staff from the Office of Housing and Community Development regarding potential updates to Chapter 11.

"Guided by thorough analysis and thoughtful recommendations, Chapter 11's potential updates aim to forge a path where every rezoning decision contributes to equitable access to affordable housing, fostering balanced growth and sustainable community development on Hawaiʻi Island,” said Housing Administrator Susan Kunz.
